The summit takes place from 4 to 6 November 2025, in Doha, Qatar. The meeting is co-facilitated by Morocco and Belgium for guiding what has been an ambitious and consensus-based negotiations. It is a historic summit, the largest of its kind in three decades brought together as well as heads of international organizations, youth, civil society, academia, the business sector and delegates from around the world. It gathered leaders and policy makers from across the world with aim of renewing the global commitment to placing people, families and communities at the center of sustainable development. Over 40 Head of States and governments and over 230 ministers and senior officials and 8,000 participants taken part in the summit, with over 250 side events known as solution sessions to promote dialogue, partnership and practical solutions for advancing social development.
Second World Summit for Social Development’ outcomes are as follows:
- Turning the commitments made into action by ensuring that social development remains at the top of national and international agendas.
- Building strong international cooperation to share knowledge, mobilize financing and support countries most in need of assistance.
- Leveraging innovation and digital transformation to make social services more accessible, efficient and equitable for all.
- Doha political declaration that is adopted at the heart of summit; reflects a collective commitment to reinvigorate multilateralism and accelerate social development that leaves no one behind. It renews the world’s determination to strengthen efforts in poverty eradication, decent work, social inclusion and universal social protection, while advancing the 2030 agenda for sustainable development.

The closing of Second World Summit for Social Development is the start of the last mile deliveries to achieve SDGs by 2030. It is a handover to COP 30 – the climate conference which starts by now in Belém, Brazil. The 17 SDGs are heavily interconnected and without social justice there will never be peace and security; and by reciprocal without fighting the climate crisis there will never be social justice and peace.
Second World Summit for Social Development is the continuation of First Summit in Copenhagen which taught us that social development and inclusion for societies essentially needs high attention 30 years ago. Now in Doha, we promise to leave no one behind and social justice and guarantee dignity for everyone. In the last 10 years, the facts show some remarkable progress at uneven and unequal. The real situation currently shows in many places around the world that a child goes to bed hungry; a young person (women and men) cannot attend school with less successful employment rate. 2025 Doha SDG meeting calls for a global financial architecture that fits for 21st century debt burden, boots international funds and removes unnecessary restrictions that civil innovation as outlined in the Sevilla (FFD4) commitment.
The identified restrictions are as follows:
- Peace and security are crucial for fighting hunger and poverty and the SDGs are all interconnected.
- Social development is an investment to support peace, security and human rights.
- Climate change.
- Women’ representation matters not only at AI Companies for programming algorithms.

Result’ delivery is a clear expectation by majority participants. As the Secretary General has said, the declaration is a people’s plan which must accelerate efforts to tackle poverty and inequality, to build real jobs and real opportunities, and must involve all people as stakeholders.

Doha Political declaration’ calls for universal gender responsive social protection, equitable access to health and education, and reaffirms the link between social development, peace and security, recognizing that sustainable progress is one underpinned by the others. Among its key priorities is the commitment to advance innovative solutions and inclusive international cooperation to achieve social development for all particularly for developing countries. It provides a strong foundation for a new era of global solidarity with what matters most is the implementation of the political declaration.
Qatar took the opportunity showcased many initiatives and policies that reflect national commitments, making remarkable strides in strengthening the foundation for social fabric through comprehensive social protection systems, family-oriented policies, empowerment programs. Qatar’s efforts continue through the international partnership, notably via Qatar fund for development and education above all foundation which extend support to millions around the world through education, health and livelihood programs. These initiatives reflect Qatar’s conviction that investing in people is the most sustainable investment a nation can make.
Qatar remains fully committed to working with all partners to carry forward the spirit of this gathering to ensure that progress on social development continues long after the summit has ended.
